Hanam 'Camp Colbern' Transformed into a Multi-Functional Urban Space for Culture, Retail, and Logistics

The development project for 'Camp Colbern,' a former U.S. military base site in Hanam, Gyeonggi Province, has officially gotten underway after 20 years. Hanam Urban Corporation announced on the 6th that it selected the LogisValley Consortium as the preferred bidder to lead the Camp Colbern urban development project, which had remained undeveloped since the U.S. military withdrawal in 2007.
Led by LogisValley (CEO Kim Phillip) alongside Sunkyoung E&C, Shinhan Bank, and Kyeryong Construction, the consortium presented a development plan to create a multi-functional urban space integrating a comprehensive shopping center, cultural, retail, logistics, and office facilities across approximately 234,000 m² in the Hasangok-dong area (209-9). The proposal received high marks for addressing the city's self-sufficiency needs, establishing a foundation for job creation through corporate investment, and outlining concrete plans for urban integration, transit accessibility, and public contributions.
The LogisValley Consortium clearly defined this project not as a conventional real estate development, but as a strategic urban transformation initiative. Rather than creating a purely residential city where people merely live, the vision is to build a destination city that attracts visitors by encouraging extended stays, driving local consumption, and serving as a focal point for commerce and culture.
Consequently, residential facilities have been completely excluded—with zero housing units—in favor of an experiential, exhibition-based commercial complex combining retail space, urban hub functionality, and an operational platform. In particular, leveraging its subsidiary LogisValley BnF (LV BnF)—which operates an integrated platform encompassing brand planning, distribution, and marketing for beauty, wellness, and lifestyle brands—LogisValley plans to introduce differentiated beauty and wellness-centric content to the Camp Colbern complex. By featuring experiential retail stores, pop-up exhibitions, brand showcases, and curated lifestyle spaces, the strategy builds a content-driven commercial environment tailored to modern consumer trends that prioritize storytelling and experiences over traditional shopping malls. Through this multi-functional business ecosystem uniting culture, retail/logistics, and content, LogisValley aims to cultivate Camp Colbern into a premier retail, logistics, and cultural hub serving the eastern Seoul metropolitan area.
Following detailed negotiations, LogisValley and Hanam Urban Corporation plan to establish a Special Purpose Company (SPC) by February next year. Target construction is set for October 2029, following the completion of licensing and administrative procedures, including greenbelt restriction lifting, by 2028.
A LogisValley official stated, "The development of Camp Colbern will serve as a vital turning point in transforming Hanam from a bedroom community into a self-sufficient, job-creating city. We will execute the project seamlessly to establish a landmark that drives the regional economy."
